Position Summary


The Project Officer will be responsible for the direct execution, supervision, and quality assurance of all project activities within all designated unions in Khulna and Bagerhat districts.

Reporting to the Project Coordinator, this role involves managing the field team (Community Mobilizers), ensuring effective capacity building, overseeing the establishment of community and school committees, and driving the implementation of the climate-smart livelihood component at the grassroots level.

Job Responsibilities


Activity Implementation and Field Management:

  • Directly implement the Union-level work plan developed by the Project Coordinator, ensuring all activities align with the project's four key outcomes.
  • Oversee the daily operations and performance of the Community Mobilizer(s) within the assigned Union.
  • Manage the execution of the capacity-building training for local DRR committees and CBERTs.
  • Ensure the proper establishment and active functioning of the School-Based DRR Committees (SBDRRCs) in the target schools (approx. 5 schools per Union) and Community-Based DRR Committees (CBDRRCs).

Livelihoods and Economic Empowerment:

  • Lead the implementation of the livelihood assessment findings and coordinate the delivery of training on alternative livelihood approaches (e.g., climate-smart farming) for the targeted participants.
  • Organize and manage the Market Linkage Fair within the assigned Union.
  • Provide follow-up support to beneficiaries to ensure the adoption and sustainability of new climate-resilient livelihood practices.

Monitoring, Documentation, and Reporting:

  • Collect and verify high-quality, disaggregated field data from the Community Mobilizer(s) on a weekly basis, ensuring accuracy before submission to the Project Coordinator.
  • Track the progress of specific activities (e.g., number of awareness sessions conducted, participants trained) against the activity plan and indicators.
  • Document lessons learned, success stories, and case studies from the field for inclusion in project reports.
  • Support the Project Coordinator in organizing the Union-level Quarterly Meetings.

Community and Stakeholder Engagement:

  • Act as the primary point of contact for the project at the Union Parishad level, fostering good relationships with government officials and DRR committee members.
  • Ensure all community mobilization activities are inclusive, focusing on the participation of vulnerable groups, youth, and women.
  • Coordinate the deployment and maintenance of the Flag-Based Early Warning System within the Union.

Safeguarding and Participant Support:

  • Act as a supportive, visible, and approachable presence for project participants, especially AGYW, fostering a safe and inclusive learning environment.
  • Help ensure that all participants are aware of the project's safeguarding policies and reporting mechanisms.
  • Report any observed or reported incidents of distress, conflict, or safeguarding concerns immediately to the Divisional Coordinator/Safeguarding Focal Point, maintaining confidentiality.

Qualifications & Experience 


Education:

  • Bachelor's degree (Master's preferred) in Disaster Management, Environmental Science, Social Science, or a related field.

Experience:

  • Minimum 2 years of professional experience in field-level implementation of community development, DRR, or CCA projects.
  • Proven experience managing community mobilizers or field volunteers is required.
  • Practical knowledge of community mobilization techniques, adult training methodologies, and climate-resilient livelihood strategies.
  • Direct experience in the Khulna/Bagerhat coastal region is a significant asset.

Practical Skills:

  • Excellent project cycle management (PCM), report writing, and financial management skills (ability to track expenses against activity plans).
  • Strong organizational skills, proficiency in data collection and basic Microsoft Office/Google Suite tools, excellent interpersonal skills, and fluency in the local language (Khulna region dialect).

Skills & Competencies


  • Practical understanding of the local community dynamics in the assigned location.
  • Basic proficiency in using digital tools (e.g., Google Sheets, instant messaging apps) for communication and data entry.
  • Strong commitment to ethical practice and safeguarding children and vulnerable populations.
  • In-depth knowledge of community-based disaster risk reduction strategies, climate change adaptation best practices, and resilience building frameworks.
  • Practical experience in designing, implementing, or managing community-level EWS, including understanding information flow and technical deployment (e.g., Flag-Based EWS).
  • Knowledge of climate-resilient agricultural and economic diversification strategies suitable for vulnerable communities (e.g., the planned training on watermelon and sunflower cultivation).
  • Ability to translate field-level findings into actionable recommendations for integration into local government policies (Upazila/Union), and proven skills in organizing advocacy events.
  • Demonstrated experience in supervising, mentoring, and evaluating field-level staff (Project Officer, Mobilizers), ensuring team cohesion and performance.
